On September 30, Indian Defence Minister Shree Rajnath Singh has unveiled the new Defence Acquisition Procedure 2020. In this new DAP 2020, the main focus was kept on the ‘Atmanirbhar Bharat’ or Self-Reliant India mission announced by the Prime Minister Shree Narendra Modi. According to this new procedure, the government will promote indigenously developed weapons and procurement for the Indian Armed Forces. This new DAP will help Indian weapons designer and manufacturers to access easier FDI or Foreign Direct Investments.
The boldest step in this DAP 2020 can be identified the strict weapon import ban on several weapons which is imposed to increase domestic production and supply. The government also increased the minimum procurement percentage from 40% to 50%. No matter where the weapon is designed India or abroad, no matter who is the manufacturer, you have make 50% of your total products such as the whole weapons, components, spare parts, etc. in India if you wish to sell it to the Indian armed forces.
The second most crucial point in this DAP 2020 is “Buy global but manufacture in India”. This way, India will look for more and effective modern weapons for purchasing under the term of technology transfer and “Make In India” campaign. In this new procedure, the government will ease the foreign and domestic weapon manufacturer companies to open their factories in India. The government also tried to reduce the long and complex weapon trial process, which is rigorously done before any procurement for the forces. This way, the Indian forces will receive modern weapons much faster than earlier times. To do so, the government has also eased the Off-Set partnership systems, the government going to provide incentives to the companies also.
This DAP 2020 is not only applicable over the military hardware, but any defence software and technology also fall under these new policies.
